How to switch and join another guild?

No response from the captain or leaders in response to upgrading perks

Tap the Settings icon, looks like a widget, in upper right and the option to quit should appear.

Or while still in the guild u could search for a more active one and just click join guild and it will ask do you wish to leave your current guild.
